I have a hard time when a movie is hyped beyond belief before I see it. They rarely live up to it. I think this movie followed suit in that pattern. Now, granted, Heath Ledger was absolutely genius as The Joker, but other than that? Eh. It was fine. It was too long. It was a bit slow. The end picked up fine, but it was lacking overall. Worth seeing, but try to avoid buying into the hype!
Yes, I recommend this movie.
