Not even close to Damon's Bourne series. It is NOT because of Jeremy Renner - fault the screenplay and the director (both are the same person). Terrible.

There are many movies about Vegas and beating the odds. "21" is another good one - smart and hip. Consider 21 a "junior version of Ocean's Eleven".
