Like many movies in a series, this one was good, but was more of a means to the final. All the Harry Potter movies have been great, each with plenty of action, plenty of plot movement, and great character development. However, this one seemed a little slow. I know it is hard to pack in a 500+ page book into 3 hours of movie, so I give the director credit, but it doesn't surprise me that this one lacked in the action department. The final movie is the one that makes all the difference, so what this one lacked in zeal you know the 7th will make up for. No worries, we just get to spend a little more growing time with Harry, Hermione, and Ron before they finally prove themselves real wizards.
Yes, I recommend this movie.
